dystopia and I spoke about it a couple of weeks ago, he had been thinking about the same thing. My experience with chats that have the (0) is that people never bother to pop in. The alerters with this chat make it so you can go in chat and stay there, to be told when someone else joins. I hadn't thought of that angle. My approach would probably be to enter Chat even if it showed "0" at the time, then rely on the sound-alert feature. I'd find it nice to know in advance if anyone else was in there, even if they were only "there" after their own sound-alerts. But I can see how a "0" might ward some people off, though ...
