If the government wants to stimulate the economy, maybe these rebates should come in the form of Best Buy or Target gift cards.

Much of the stimulus will come in the form of tax rebates to both businesses and individual tax payers. According to reports from The Associated Press and The Washington Post, individuals earning less than $75,000 would receive a $300 rebate. Families -- households with children -- earning less than $150,000 would receive $600, and $300 for each child up to two.

Many economists have said that among plans to stimulate the economy, favoring low- and middle-income earners is the most likely to have immediate results. Low-income earners remain less likely to save. The Wall Street Journal recently reported that many of the tax rebates in 2003 went toward savings, not spending.

Sources on Capitol Hill and at the Treasury Department said congressional and White House negotiators agreed upon checks of $600 per individual and $1,200 per couple who paid income tax and who filed jointly.  People who did not pay federal income taxes but who had earned income of more than $3,000 would get checks of $300 per individual or $600 per couple.  A Democratic aide and Republican aide said there will be an additional amount per child, which could be in the neighborhood of $300.

Those who earn up to $75,000 individually or up to $150,000 as a couple will be eligible for the payments, said Republican and Democratic sources familiar with the tentative deal.  Checks could be in taxpayers' mailboxes by June, according to an Associated Press report.

Pelosi, D-Calif., agreed to drop increases in food stamp and unemployment benefits during a Wednesday meeting in exchange for gaining rebates of at least $300 for almost everyone earning a paycheck, including low-income earners who make too little to pay income taxes. Individuals and couples who pay income tax would receive rebates of $600-$1,200, and more if they have children.

Under the tentative plan, families with children would receive an additional $300 per child, according to a senior House aide who outlined the deal on condition of anonymity in advance of formal adoption of the package. Rebates would only go to people earning below a certain income cap, likely individuals earning $75,000 or less and couples with incomes of $150,000 or less.

Workers would have to have earned at least $3,000 in 2007 to receive the rebates, the officials said.

The rebate part of the plan would cost about $100 billion, aides said.

The rebates would phase out gradually for individuals whose income exceeds $75,000 and couples with incomes above $150,000, aides said. Individuals with incomes up to $87,000 and couples up to $174,000 would get partial rebates. The caps rise higher for individuals and couples with children.

The reality, though, is if we don't donate it or just put it in savings (realizing full well that's not the point of it), I'll probably end up with some lame new end table or something.

By definition, anything that got Hannity into a spittle soaked rant about the 'Handouts' to the 'Non Productive' members of society can't be all bad, but I'm really struck by the 160 year old words of Alexis De Tocqueville:
