It would never pass here in Missouri though - smoking in MO is extremely high and we couldn't even pass a new tax on cancer sticks that still would have had us on the low end of the scale nationally. I think only one state has lower cigarette tax than MO - just one... and we still could not pass a tax increase. Ugh.
