Cynical view:

Now that the Justus System will be able to make this an easy money grab a'la DUI with the fines, schools, etc,etc. they'll see it as a good thing.

Spinmeister view:

Now that Law Enforcement has an easy portable device to identify 'Problem Users' legalization is easier to live with.

At this point, the ONLY difference legalization would make in Washington is that the Po-Po won't put your stash in their pocket when they find it.

I haven't even HEARD if anybody over 18 actually being charged with possessing less than 40 grams (drop dead weight for distribution) in forever.

Then the question will be:

Will people pay 80 dollars for something they can buy   for 40 on pretty much any street corner ?

OK two things.  1) All that thing should be able to indicate is whether you used pot or coke in the past couple days.  No way it can distinguish between if you are on it at that moment.

2)  Good stuff is what would be sold if it were legal.  On the streets it's $60 for an 1/8.  In Amsterdam better stuff is like 15-20 euros for an 1/8.  So competition would bring in better stuff consistently at a lower price even though it would be taxed.  Right now we pay extra for the "risk".  The prices have stayed the same for over 10 years.  The mexican dirt weed rolled in hay bails that goes for $10 an 1/8 will become obsolete.  They won't be able to compete.
