The madness IS the point.

Some call it no more serious than stupid frat house jocularity (http://www.youtube.com/watch?v=dFiSkKpySaE), while others see it as governance by the willfully irresponsible (http://www.youtube.com/watch?v=3i-mksZODSs).

Either way, the purpose is the madness.
