What do you mean, are you looking for an editor to make your own forum theme?

Here's a few forum themes that I was thinking of springing on folks depending on if they were naughty or nice:

http://www.smfers.com/themepreview/index.php?theme=4
http://demo.webtechnica.net/ (select Aa New Damage)
http://global-bttracker.no-ip.org/forum/
http://ztut.com/index.php?board=25.0

new damage rules

but I was wondering if there was some sort of SMF plugin that let users  modify themes... on their own..

I've been looking around and I can't find any theme editors.

It looks like quite a bit of work to modify a theme manually.  There's a lot of files involved. :(
