Yup. 'Laid Off' is not the same as 'Fired' or 'Reduction in forced'.

LOL - isn't this one of those things that they should have just kept their mouths shut about and swallowed?  How much did they pay out that it was worth the embarassment of this to get bacK?

But if you don't pay it back, you can't ever be rehired to make 75k a year to play pinochle on TeH InNerGoogles 6 hours a day.

Kind of like a bank that accidently dumps money into your account by a software glitch, they can get it back I assume.  My current company made a mistake on one of my annual bonuses.  I notified HR because they would have caught it eventually and asked for it back. 

They signed a contract for X amount, and not X+whatever the glitch was.  They are responsible for giving it back I'm sure.
