The Eagan man was apprehended late Saturday morning. Charges are pending. He's being held in the Dakota County jail on $100,000 bail. According to the Dakota County Sheriff's Office, the man sent letters "to 23 victims threatening to blackmail and extort money." And the very last sentence of the story: Quote The man lives with his parents, said his mother, who declined further comment.
