If they can snag a 2nd round pick from which ever division rival he goes to, they would be weakening their rivals in future years when Rodgers might have a better chance of making some noise.

If you're(G.B.) so confident that going forward with Rodgers is what you want and Favray is only a back up, the send him to MN or Chicago, and beat him down. We'll see if they have the balls. If Thompson/McCarthy are firmly in the Aaron Rodgers era then they shouldn't care where Favre plays.
I reeeaaaally don't get the "here's $20M to stay retired" rumor. Are you kidding? Save the money, get a good draft pick(s) from Chicago or Minnesota and don't worry about it. Especially Chicago. Tom Brady or Peyton Manning wouldn't do squat there this year. I think the powers that be in Green Bay are scared *feces*less of Minnesota stomping the Pack twice with Favre and then going deep in the playoffs and having to answer why they just didn't bring Brett back. If GB was willing to toss $20 million to keep him retired, they should be willing to deal him to CHI for a pittance.
