I thought games can end on offensive penalties but not on defensive penalties (unless declined).

Offensive penalty in last two minutes which requires clock stoppage is supposed to be a ten second run-off.  I assume this call qualifies.  Why they declined I don't understand.

Illegal procedure (except illegal formation)
Delay of game
Illegal touching
Ineligible receiver down field
Intentional grounding


It does not apply to:
OPI
Illegal forward pass
Holding
Illegal block in the back
Clipping
Blocking below the waist
Tripping

In the NFL, if the fouls above (with the exception of "Illegal Formation") occur with less than a minute remaining in the half and the clock running, then a ten-second penalty is also assessed. The half automatically ends if the foul occurs with 10 seconds or less remaining to be played with the clock running. If a team commits an illegal forward pass within 2 minutes with no timeouts, is there a 10-second runoff? If not, it seems like it could be abused to open up the middle of the field in the hurry-up offense to stop the clock and just lose 5 yards. --Kevin, King of Prussia, Penn.

There is no ten-second runoff for an illegal forward pass in the last two minutes of the half or the game, unless the pass is way beyond the line of scrimmage and being used to stop the clock. Because of this rule, teams cannot abuse the clock, gaining an unfair advantage.
