I don't get this.

My BIL works for Target in the distribution warehouse.  If the retrieve merchandise from anything above the first level shelf, they must be harnessed.  6 feet.

No harness = immediate dismissal.

These guys were 300 feet in the air.

No, that was my point.  At Target, you are not allowed to leave the ground without a safety strap/harness.  These guys are working on the largest spanned dome structure in the world with nothing.  Pointless.

I read it.  My point is what self-respecting billionaire stadium owner would employ (or, contract out ) these guys  and not have ensured there is some sort of safety manager/supervisor whatever onsite to make sure things like this don't happen?  (Whether that guy is employed by you directly, or another contractor, or whatever.... )
