The 2003 tax cut reduced the highest tax rate from 38.6% to 35% and gave everyone else down to the 27% tax bracket a 2% decrease. The lowest brackets got zippo.

IMHO, this is how the neocons rationalize their own brand of reality. To lie you have to start with facts and distort them. So if you simply disregard the facts and pretend the facts don't exist, you're not really lying if you make *feces* up contrary to the facts.
