Standard FARK ICP thread iconography. They're actually pointing out that the 'Parents' are complete *goshdarn* morons.
The story goes that the Jugalette in the picture didn't know she was pregnant and continued to do copious amounts of drugs and alcohol, resulting in a stillbirth.
