While NJ is a source of stench, in the same way Gerald Ford is still dead, I think this might be a case of whoever smelled it dealt it and they're trying to blame their friendly neighbors from across the river. I mean, just saying "we think it's NJ" isn't the most confidence inspiring diagnosis. At least they know it's safe, even though they don't know what it is or where it came from.
