There's no 'Performance' issue here: The car AND the weapon are unattended.

 Apparently, the lady officer drove  for several blocks, completely unaware that there was a *goshdarn* gun on the trunk of her car and then stopped and went in the Roosevelt Hotel to do something that I'm sure was really important.
