Nevermind. E-A-G-L-E! Cleared it up for me.

Federal statute coinage act 1965.

Basically says the Apple store doesn't have to take my 50,000 pennies as payment, the same as the Pump and Munch doesn't have to take my 5 100 dollar bills after 3 am. (much to the chagrin of the guy standing outside in the hooded sweatshirt, and the paper bag over his beverage container.  Must be in Utah.)

Statute is to protect proprietors of difficult or taxing transactions, but basically absolves them of taking cash at any point.
