Why would anyone want to hire a consultant that was the CEO of a "troubled mortgage company"?

why are CEO's  who tank their company(ies) , selling their own stocks options after benefitting by laying thousands off, who ruin entire industries and cause (at least in great part) national recessions , etc  not branded as the 'terrists they are and summarily executed?
