My guess is the majority of them have no interest in rehab.  they are just there because the got caught, and are simply waiting to get out to go right back to doing what they do.

A handful are there because they have it better on the inside than they do on the outside.

I do buy into a little* the "society is to blame for me being here".  I believe a lot of at risk youths are probably paying the price for the powers that be, not investing what they should have into decent social systems.  (I can't quite articulate what I mean, but I think you get it.  Education and youth programs, and stuff like that.)

Seems just like everything else, you get out what you put into it.  You can't cut spending, and turn a blind eye, and then complain about the product (too many in jail) at the other end.


*Having said that, I still do believe we are all accountable at some point.

It's all about the population control. If the white power structure can keep as many 'messicans and nigras out of the reproductive loop as possible, they can continue to maintain their numerical superiority.
And before you tell me I'm nuts (it's actually Noam Chomsky's construct) ask yourself a question:

Why is the penalty for the possession of crack cocaine (much, MUCH longer) completely different than the penalty for the possession of powder cocaine? Why has the Federal Gubment not really reacted to the massive influx of Meth into rural semirural, largely white western and midwestern populations with the same draconian sentencing guidelines they've used for heroin and rock cocaine?
