Why couldn't these deals be structured so that the gubmint takes a lien against the house? It would be as if the borrower took out a 2nd from a different lender (ie. The gubmint) to pay down the first. The 2nd loan would be interest-free and require no monthly payment on principal, but it would be payable when the house is sold.
