The most parsimonious explanation for this is Haliburton Inc has some international criminal law legal team subsidiary that will bill the DoD for its post-War work. 

It will be the gift that keeps on giving.

It's fascinating that nobody except Jon Stewart and Rachel Maddow is covering the epic fail that is the complete capitulation that Condi and The Shrub have 'Negotiated' with The Eeeerak.

The Pentagon is apparently up in arms, as US troops will now be under Iraqi operational control.
