"Rem Koolhaas Designs a Death Star for Dubai". I would have guessed the name -Ras al Khaimah Convention and Exhibition Centre- is a pretty strong indicator the project is in the Ras-al-Khaimah Emirate, not in Dubai.
"Designed by Rem Koolhaas and Reinier de Graaf as part of their collaboration with OMA[...]". Koolhaas and De Graaf are both partners of OMA. De Graaf is responsible for its Middle Eastern operations.
"I can't imagine this building being accepted." Ever noticed Seattle Central Libray, Casa da Musica or the CCTV building, all by OMA?
