I do understand that English is not even Capello's second language - that would concern me in the selection, but nothing else would.

Hughes jumped from English to British and back and back again. Not too sure what he's saying. Does England need an English manager or a British manager?

I think you take this story, wrap it around the foreign players in EPL thing, throw in the failure to grow first-class stars at so many of the English academies and you get a sense of what they really want to say:
