I thought games can end on offensive penalties but not on defensive penalties (unless declined). Or do you mean because there were 2 seconds left?

Under five seconds left, you're running down the field and are definitely going to get nailed so you make an illegal forward pass to stop the clock and have another shot. That was very close to the scenario tonight (lacking the described intent maybe) and that's what the rule is meant to prevent. I imagine you're right since the officials and the coaching staff let it go but I don't understand why.

Declined. Explicitly, according to the ref. Would that have rolled the clock back? If so, why? That was crazy confusing. I hope it's in the blogs tomorrow. If you see something in the Burgh press please post.

Thanks gleek. But why? What's the philosophy? Biggest problem with American football is too many rules. In the NFL, if the fouls above (with the exception of "Illegal Formation") occur with less than a minute remaining in the half and the clock running, then a ten-second penalty is also assessed. The half automatically ends if the foul occurs with 10 seconds or less remaining to be played with the clock running. The 10-second penalty does not apply if the clock is stopped when the ball is set for play and will not start until the ball is snapped, or if a team elects to use one of their time outs in lieu of the 10-second runoff. A team wanting to run the clock out in a close game cannot intentionally false start and use the 10-second rule to their advantage, because the run-off rule only applies to a team that is either losing or tied. Since the enforcement of the 10-second runoff, only one NFL game ended automatically due to a false start with less than 10 seconds remaining (in 2005 between Arizona and St. Louis). A pre-season game in 2006 between Houston and Kansas City had the first half end automatically due to an intentional grounding foul with less than 10 seconds left. Leads me to believe illegal forward pass is meant to be included. Wikipedia not being authoritative I still wonder...

Here's another angle to the question. If a team commits an illegal forward pass within 2 minutes with no timeouts, is there a 10-second runoff? If not, it seems like it could be abused to open up the middle of the field in the hurry-up offense to stop the clock and just lose 5 yards. --Kevin, King of Prussia, Penn.
There is no ten-second runoff for an illegal forward pass in the last two minutes of the half or the game, unless the pass is way beyond the line of scrimmage and being used to stop the clock. Because of this rule, teams cannot abuse the clock, gaining an unfair advantage. I don't know where that stipulation came from.
